The FSS Program supports individuals and families who want to increase earnings and move toward financial independence. Participants partner with a case manager to set goals focused on education, employment, and financial growth — preparing for a transition from subsidized housing to market-rate housing or homeownership.

FSS enrollment is paused. The program is currently at capacity, so we are unable to process new FSS enrollments at this time.

Active HACA participants in good standing can join the FSS Waitlist. Contact your Housing Specialist, who will provide you with our FSS Interest Form to complete. Please note that applicants cannot be added to the FSS Waitlist, as active program participation is a baseline requirement of FSS.

While we do not have an estimated wait time, those on the waitlist will be contacted for enrollment in the order they were placed on it, as FSS program placement becomes available.

Participants receive guidance from a dedicated FSS Coordinator. Depending on funding availability, additional assistance may include transportation support, educational assistance, community referrals, and budgeting/financial coaching.

The program has a five-year term. Participants may graduate early or withdraw. A two-year extension may be granted if additional time is needed.

No. The Family Self-Sufficiency Program is offered at no cost to eligible participants.

Yes. Transportation assistance may be provided based on available funding and employment status.
