2026 Annual Plan & MTW Supplement

The Housing Authority of the City of Asheville  is required to prepare and submit an Annual PHA Plan providing summaries of our current programs, families served, and strategies for addressing housing needs in our community. Asheville Housing also has a special designation as a Moving to Work (MTW) Housing Agency, which means that the PHA has the authority to request waivers of federal regulations to help our residents move toward self-sufficiency, expand housing choice, and streamline our procedures.

This Annual Plan process updates goals for HACA and ensures the opportunity for residents and program participants to provide input regarding current and planned activities.
