2026 Administrative Plan

The Housing Authority of the City of Asheville hereby provides notice of a proposed update to the Administrative Plan Document:

Chapter 4: Applications, Waiting List, and Tenant Selection

HACA is proposing revisions to update and clarify local preferences used in the administration of the Public Housing Wait List. These changes are intended to ensure alignment with current operational practices, HUD regulations, and local housing priorities, while promoting fairness, transparency, and efficient program administration. We encourage all residents, stakeholders and community members to review the plan and provide their feedback by sending an email to adminplancomments@haca.org

The proposed changes will be open for public comment at the next scheduled Board of Commissioners Meeting on Wednesday, January 28, 2026.  The meeting will be held at HACA Central Offices located at 165 S. French Broad Ave, Asheville 28801.  Public Comments will be heard at the Regular session starting at 5:00 PM.
