Lee Walker Heights’ Redevelopment Plan Priorities

The Asheville Housing Authority is continuing to work towards the redevelopment of the oldest public housing development in Western North Carolina, Lee Walker Heights. Lee Walker Heights is a 96 unit development that is located in the South Slope of downtown Asheville. It was built in 1951. The development was named after the late Professor W.W. Lee of Stephens-Lee High School and Dr. J.W. Walker, a former tuberculosis specialist.

The staff of the Asheville Housing Authority and partnered with Mountain Housing Opportunities in order to develop a comprehensive redevelopment team.  Their work has been done in collaboration with the residents of Lee Walker Heights.  The team has worked together for two-years in order to create a redevelopment plan that had community involvement and met the needs of current and future residents as well as other community priorities. Together, the team has developed ten policy priorities.

The priorities are:

  1. Provide affordable rental housing for households earning 60% of median income or less
  2. Prioritize developments that respond to need for 1BR units and units for low income single wage earner households with children
  3. Prioritize developments that provide rental housing for very low income people in mixed income developments
  4. Control occupancy costs thru energy efficiency and alternative energy production
    • Incorporate sustainability into housing and
    community design
  5. Provide affordable and accessible housing to persons with special needs …
    • Prioritize developments that include permanent housing for homeless persons
    • Provide adequate housing options for victims of domestic violence
    • Prioritize developments that provide interior and exterior accessibility for disabled occupants and “visitability” for guests
  6. Prioritize locationally efficient sites
    • Coordinate housing development with transportation, jobs, and services and make efficient use of available land and infrastructure
    • Prioritize higher density construction near employment centers.
  7. Affirmatively further fair housing
  8. Support programs that prepare people for homeownership, including in-depth financial education and home maintenance
  9. Target low wealth neighborhoods for improvements that will improve housing conditions and create stronger communities
  10. Collaborate with HACA on large scale investments transforming public housing

Give Your Input On the Need for Quality PreSchool

The Asheville Buncombe Preschool Planning Collaborative (ABPPC) is a local group of volunteers who are “working to create a plan to make high quality, affordable preschool available to any three or four-year-old whose family wants it.”

Public Comment is Open for the Housing Choice Voucher Program

The staff of the Asheville Housing Authority has recently revised the Administrative Plan for the Housing Choice Voucher Program, and is now seeking public comment on the revised plan. The public may provide written comments until February 20, 2017 at 5:00 pm at the Asheville Housing Authority, 165 South French Broad Avenue, Asheville, NC  28801.  The Asheville Housing Authority’s Board of Commissioners’ review and approval are scheduled for February 22, 2017 during the Board’s regular meeting.
